
NEOM, the visionary sustainable region emerging in northwest Saudi Arabia, has announced the appointment of world-renowned firms to shape the planning, design, and engineering of the first phase of its ambitious project, THE LINE.
Delugan Meissl Associate Architects (DMAA), Gensler, and Mott MacDonald are collaborating closely with NEOM’s design and development teams to provide expertise in urban design, planning consultancy, and infrastructure engineering for this groundbreaking initiative.
With these partners on board, NEOM has established a cutting-edge design ecosystem that incorporates advanced methodologies to realize THE LINE’s bold urban vision. The initial focus will be on developing the urban framework, followed by detailed neighborhood planning set to begin in early 2025.

Key Contributions from Global Partners
Delugan Meissl Associate Architects (DMAA)
DMAA will serve as the lead urban designer for Phase One, overseeing the concept and detailed master plan. Their work challenges traditional city planning by focusing on a vertically structured urban model. The firm will also assist NEOM in preserving the design’s integrity as neighborhood architects are brought in. They are collaborating with experts in microclimate, mobility, sustainability, and ecology to ensure the project aligns with NEOM’s goals.
Gensler
Global design powerhouse Gensler has been appointed as the city planning consultant, a critical role given the scale and complexity of THE LINE. Gensler will oversee city design coordination, planning policies, land use frameworks, and design compliance. Additionally, they will act as the city asset design architect, focusing on key infrastructure such as transportation hubs and public spaces.
Mott MacDonald
As the city infrastructure engineer, Mott MacDonald will manage the vertical and horizontal structures and city utility systems. Their role prioritizes efficiency, sustainability, and functionality, ensuring the city’s design is not only visionary but also practical and operational.
Redefining Urban Living
THE LINE aims to address global urban challenges by creating a revolutionary city that blends advanced technology, sustainability, and harmony with nature. Designed without roads or cars, it will offer a vibrant urban experience complemented by green spaces and a serene natural environment.
Beyond the city’s design, NEOM is also focusing on foundational infrastructure and enabling works. The construction of Phase One has already seen significant progress, with over 120 foundation piles being installed weekly, marking the largest piling operation ever undertaken.
